Aim and Objectives

C-LIEGE is a STEER project financed by the Intelligent Energy Europe Programme 2010. C-LIEGE aims to:

  • Enhance energy efficiency in cities by integrated demand management in transport and transferability of good practices/lessons learned among EU key players  
  • To set criteria for assessing and improving the sustainability of transport policies promoting energy efficient and cleaner freight movements in urban areas, providing a novel set of integrated solutions and applying a mix of "push & pull" measures to city time slots/space allocation.
The European relevance of the C-LIEGE approach is ensured through pilot experiments in 7 validation sites within 6 EU countries: Bulgaria, Italy, Poland, UK, Germany and Malta.
Local Freight Development Plans will include outcomes from such 7 pilots, where results of the impact evaluation will be analysed and made transferable.
The project approach will actively target urban policy and professionals in administrations as well as the freight mobility supply industry and SMEs in the sustainable EU energy market.

Specific Objectives of C-Liege

  • Define a shared framework for an energy-efficient urban freight transport demand management and planning strategy through a cooperative approach between public and private stakeholders.
  • Contribute to the reduction of the energetic, environmental and socio-economic impacts of freight transport in urban environments.
  • Effectively transfer good practices addressed to achieve a better matching between supply & demand of goods transport in European urban areas, according with energy saving principles.
  • Provide policy recommendations to the EC on Energy saving transport strategies.

Paragon’s Role

  • Leading the engagement of the local stakeholders within their own cities.
  • Organisation of the 4 local round tables (in each site) where to reach a stable consensus with local business stakeholders.
  • Agreement between business stakeholders and Local authorities on soft-measures needed to be implemented locally to enhance the UFT sector (in each site).
  • Produce their own Premium Quality partnership, defining their own road-map for stakeholders integration.
  • Support in data provision for good practices elicitation.
  • Identification of emerging roles, responsibilities and governance models the EU Local authorities (C-LIEGE approach).
  • Implement in their own local area their communication strategy in order o involve stakeholders into the pilot and create project awareness in the respective cities.
